Because I am home most of the time the budgies don't get particularly excited to see me. There cage is right next to the computer where I spend a lot of time. The cage door is always open but they only come out in the early evening and just for a quick fly around. They still are not used to our new place even though it has been 5 months. Spice has adjusted a little better than Sugar.
They sing up a storm all day though.

Many people have said their birds stay in their cages a lot. Mine do from time to time but some days they are out all the time.
