Here in Minneapolis there are many, and believe me my wife has been through many before finding the right one.
If you look closely at a beak and or a nail, you can see the stop point when clipping and or sanding down, similar to our human nails.
clip/sand to short...bleeding will occur.
All I am saying here is this, beaks and nails are something every bird needs to be done, all our keets need a trim now and then.

Here's what I bought my Rose recently, this helps her trim nails and beaks and also assists her when she makes toys.

What in the world Arty!! Is Rose treating elephants now??

Lavender............Check this link out.

Note: Be very careful when administering meds, some can be toxic if you give even a tad too much and administering liquids into the mouth can be fatal if you do not know what you are doing exactly, so please have the certified avian vet treat TJ.

I agree with all that has been said. It looks very much like a mite problem or the after effects of mites. A budgie does not need his beak trimmed normally if he has access to a mineral block. When damage has occurred a budgie is unable to fix the problem since he can only file straight on the mineral block. An avian vet or a experienced bird person will be able to help him. The difficulty of trimming budgie beaks is that the tongue is tiny and get in the way, best find an av vet.

will read that link after my shower. thanks.
i thought that the mite situation had cleared up but as you say it may not have.

i did clean all items with bleach during treatment

I Will see wha t happens today. its not the top beak that is protruding its the bottom one. its open on the side like a big gap when he is sitting looking at you. which makes the top beak more pronouncible. the top beak has been filed down as best as i can and am working on it more. i will get the proper sporin today.
anyway will see what today brings thanks again

If the bottom beak is growing out warped - due to not being ground naturally by the top one + also being mite affected - that should return to normal when the bird is better. The longer he is like this the more damage will occur.

When he's better - give him things to chew - like Sarah has with the Balsa wood pieces. My birds just discovered the Balsa wood - they had it on their cage for 4 months! Today they were fighting over it so much I had to put more pieces out.

We all hope that this works out for you & Tj.
If you can't find an avian Vet in your area try another clinic & ask if they have anyone with some bird experience.

I liked that link. They were very helpful.
