It is usually a sign of a choline deficiency.You can sprinkle Brewer's Yeast on soft foods. Just make sure the Brewer's Yeast comes from the Health Food Store, not from the grocery store.Egg white also has it as do some of the treat sticks. By adding the choline to the diet the practice stops right away.
