Yes, he's clipped. And I'm not sure if he has ever flown, but I don't think he has. The breeder had him as a baby, and he was in her house for a few months and then put in the breeding house. She talked about having to go through and clip the Scarlets and GWs she had in their also, so I believe she kept them all clipped.

He loves to stand on the edge of his cage and flap for long periods of time though.
