An irritant is something that is actually irritating to everybody. For example, some people are allergic to mold, but a moldy house is not good for anyone. Smog is an irritant. Chemicals may be irritants. Anyone who breathes in black pepper, that's an irritant. Some people are more sensitive than others, but irritants are what would irritate anyone, to a greater or lesser extent.
