Dayna, if you've got this little bird, he will recover. You have an incredible empathy for birds and you know how to feed them very well. I think you will see a marked improvement once the food intake and calorie balance has increased. As you can see, a lot of little birdies are handicapped and in captivity they manage to do very well. Of course, love has a lot to do with it and you've plenty of that as well. Trust your own instincts and work on making the cage environment as friendly and helpful to the little guy as you can. He'll figure it out if someone gives him a reason to hang around. Take care and let us know how it comes out. As for the rest of the old stuff, as Richard Fish on Ally McBeal used to say "bygones". The past is that, past. Hell, they put up with me on this site! Plus you're in need and we'll not turn you away.

Just an update. I checked elsewhere and Dayna has posted that she rehomed the little one with someone who could afford the surgery. Hopefully she will give us some updates on his progress.
