Always be polite but firm, many times I have walked into a pet store and found very poor conditions and have approuched the manager very politely only to return days later to find the same conditions.
This facility is definately affiliated with the Humane Society as a Foster, they should know better....the conditions need to be improved...
Recently the wife and I went to the State Fair, we went into the chicken poultry building and saw many geese and ducks with no water period, these birds were digging in the water dishes for water, hot humid conditions, I went out of my way to find the proper person and complain, and we didn't leave until those birds were watered....I was polite but very firm....hundreds of people near by, the person just looked at me and done nothing....until I mentioned bringing a police officer into the building...then you can bet things happened and happened fast.....
Sometimes this is what it takes....this situation is one of them times...there's nothing more upsetting than a Foster Facility neglecting there fosters...
Best to let these folks know....we care....

I would start here, the Kansas Animal Control. The license is dependent on passing inspections. And upon complaint they can be inspected.

http://www.kansas.gov/kahd/pdf/forms...7_pet_shop.pdf

Usually every inspection has a checklist of basic care that has to be met.

If I have time to find more I'll post later on.

But please pass this info on so that alot of complaints can be filed. And get the names of the people you make the complaint to.

Kansas has a Kansas Pet Animal Act and here's more resources:
Kansas Animal Health Department

The trick is that most laws were written for mammals but still birds in pet stores are inspected at least in New Jersey.

You'll have to call all these departments and ask how to proceed. Usually they are nice. Also call any local Recsues you find on petfinder to get the inside scoop.

BTW normally I'd be vocal with the pet store but this is not a good idea, IMO as the birds can be abused by an irate human on spite alone. Since obviously they don't care one bit about them and consider them something other than living beings. Thats up to your judgement, perhaps bringing fifty college friends in over and over again they'll start to clean it up if everyone complains/

Another option is ransome rescue see if the local rescues will buy them if you collect money. This of course is only a short term solution since they'll probably just restock. Over and over. In the same old dirty cages.

I agree Cindy, they would only restock. Probably double their inventory because they sold so well.

I know they would restock. I was heartbroken to see that Jenday in there. Just 3 weeks ago my friend bought a Jenday from them because of the horrible conditions, and because it had been in there for 9 months. This bird was completely unsocialized, hated people, and had to be handled with gloves. (He's made fantastic progress with "Avi" and she can now be handled without gloves by just about everybody). I couldn't believe that they had already replaced Avi with a new Jenday. All of the birds are petrified of people. There's no telling how long they've been in there and without human contact.

I hope something will be done about this. I'm losing sleep over it.

Here's the Kansas Pet Animal Act it's very clearly worded and included birds.

Example proper pet shop providing of clean water and the intervals each day.

http://www.kansas.gov/kahd/pdf/laws/KPAA.pdf

You'll have to read further to see the rules on breeder facilities, rescues etc if this place says they are a rescue. But regardless there are people to call it seems to me. Especially at state level.
