Heart warming story and those people should be continuously commended for rescuing her, thus not allowing her to be put to "sleep" by those that would have chosen that simple solution to her dilemma.
I hope she gets all she should get out of life in their care - to include a lil time outside (daily if possible during nice warm weather) to take in a bit of natural direct sunshine if she chooses. I also hope there is absolutely no chance for her to spread what she has to other birds either in that facility (thru the air etc.) or by having the disease organism carried home to other birds on the clothes of the staff or visitor members.
Maybe a Spectra-Bird overhead light and a ceramic heat-emitter (safely attached to cage next to her favorite perching spot) would be a couple great gifts for this lil naked darling.

It's great to see how parrots adapt. Think about it, no wing feathers or tail makes it VERY hard to balance! But not Oscar! Her little crest feathers are too adorable on her head.. what a gal!!
