I've been through this with Harley as well. It can be very scary to see all that blood. But as Karen has said you have to get all the quill out and ensure the bleeding stops.

Try to stay calm.

If a piece of the quill is still in there and it's bleeding you can pack it with flour or cornstach to stop the bleeding.

If there's bleeding from the follicle where the feather shaft was you usually can get it to subside by applying pressure to the area for several minutes.

If the feather broke off under the skin and is still bleeding after applying pressure he should be seen by your AV.

adding....

The bleeding can also be stopped by removing the entire feather and applying pressure but I'm hesitant to tell you to remove it if you've never done it before. I don't know, but I think on a Budgie it's a delicate procedure. I would call the AV.

Good job getting the cornstarch on there!! I know how hard it is to think straight when you see blood. I can't tell for sure from the picture if the end of the quill is broke off or not, but I think so. Maybe someone that's familiar with Budgie's can tell.

I agree, keep him quiet today so it doesn't start to bleed again and please do update us as to how he's doing later.

I've been through this with Jerry recently as well - and it looks like an outer flight feather like Jerry's was. Good job applying the cornstarch. Keep an eye on him to make sure it doesn't start to bleed again. With Jerry, his started bleeding again a couple days later and that is when I had to take him to the vet so that they could pull the shaft - it is a tricky thing to do if you don't have assistance and have never done it before. And yes, their wings are very delicate.

Keep us updated on how he is, I know it's scary!

When you see blood, try and remain calm as your bird will pick up on your panic. You always want to stop the bleeding first with a broken blood feather. You can do this with positive pressure from your fingers, cornstarch or flour. For severe bleeding we use cayenne pepper. Please take the time to read the attached link, there you will find a lot of good information.

Yes, you can call your vet but stop the blood flow first!
