OK... it is not a parrot... but it is an unusual little bird...
Mousebird:
First of all the overall length is around 13 to 15" but the tail is TWICE the length of the body. Secondly, what struck me was the comb which reminded me of a cardinal. The other feature which stands out is the texture of the feathers. It looks not unlike the fur of a chinchilla, VERY soft! But lastly what makes these little fellows stand out is that, even tho they are softbilled birds, they socialize very well and make terrific pets when hand raised/tamed.

This is a little known bird which I think deserves more attention
